FsIOOpenFlags
The FsIOOpenFlags enum is used to specify the different bit flags that can be used to set the criteria for opening a file using the IO API.

0 | No flags should be used for the file operation. |

1 | The file operation should open the file in read-only mode. |

4 | The file operation should open the file in read and write mode. |

8 | The file operation should create the file if it doesn't exist when the open operation is performed. |
FsIOOpenFlag_TRUNC |
16 | The file operation should override the file contents if the file being opened already exists. |
FsIOOpenFlag_HIDDEN |
32 | If the file operation is creating a new file, it should be created with hidden tag. If the file is not being created, this option will do nothing. |
